They are 4 ply rated for 120 lbs per tire at 30 psi. This is a tubeless tire but can also be used with a tube if your wheel requires it. Many of the small wheels these use are made of two halves that unbolt and split to remove the tire thus they require a tube. The tube is SOLD SEPARATELY, these use a 2.80/2.50-4 size tube.
